The Government has proposed that the Australian Defence Force offer to participate in the proposed Multinational Military Intervention in Syria (MMIS), being led jointly by The United States and Russia. This legislation is only to permit the Government to indicate its intent to participate. This is to allow the Government to assist in the development of the proposed military intervention strategy. A separate vote will be required to give final approval for participation in the MMIS.

1. The Government will indicate its intent to participate in the MMIS, as proposed by The United States and Russia, under the following guidelines:

2. There will be a military invasion of Syria to remove the government of Bashar Al-Assad. It will be made of up air, ground and sea forces from the participating countries, with the invasion force being led jointly by the United States and Russia

3. Within six months of the removal of the government of Bashar Al-Assad, the Multinational Forces will conduct democratic elections which will be overseen by the United Nations

4. Subsequent to the installation of a new democratically elected government, Australian forces will be withdrawn within 12 months

5. The Government will determine the level of involvement of the Australian Defence Forces to be pledged to the MMIS.
